this probably doesnt justify its own page. it can probably be merged into the page about prio ? dubious to call it a layer when it's really just a set of 2 fallback values

The background color is a pseudo-layer, which is used if nothing else contributes to a half-pixel (or if there is a priority conflict). It lacks most of the settings of regular layers, and has its priority hardcoded to 0.
